12 Intelligence
There is no mystery about it: the child who is familiar with books, ideas, conversation-the ways and means of the intellectual life-before he begins school, indeed, before he begins consciously to think, has a marked advantage. He is at home in the House of intellect just as the stableboy is at home among horses, or the child of actors on the stage. (Barzun, 1959, p. 142)It is... no exaggeration to say that sensory-motor intelligence is limited to desiring success or practical adaptation, whereas the function of verbal or conceptual thought is to know and state truth. (Piaget, 1954, p. 359)ntelligence has two parts, which we shall call the epistemological and the heuristic. The epistemological part is the representation of the world in such a form that the solution of problems follows from the facts expressed in the representation. The heuristic part is the mechanism that on the basis of the information solves the problem and decides what to do. (McCarthy & Hayes, 1969, p. 466)Many scientists implicitly assume that, among all animals, the behavior and intelligence of nonhuman primates are most like our own. Nonhuman primates have relatively larger brains and proportionally more neocortex than other species... and it now seems likely that humans, chimpanzees, and gorillas shared a common ancestor as recently as 5 to 7 million years ago.... This assumption about the unique status of primate intelligence is, however, just that: an assumption. The relations between intelligence and measures of brain size is poorly understood, and evolutionary affinity does not always ensure behavioral similarity. Moreover, the view that nonhuman primates are the animals most like ourselves coexists uneasily in our minds with the equally pervasive view that primates differ fundamentally from us because they lack language; lacking language, they also lack many of the capacities necessary for reasoning and abstract thought. (Cheney & Seyfarth, 1990, p. 4)Few constructs are asked to serve as many functions in psychology as is the construct of human intelligence.... Consider four of the main functions addressed in theory and research on intelligence, and how they differ from one another.1. Biological. This type of account looks at biological processes. To qualify as a useful biological construct, intelligence should be a biochemical or biophysical process or at least somehow a resultant of biochemical or biophysical processes.2. Cognitive approaches. This type of account looks at molar cognitive representations and processes. To qualify as a useful mental construct, intelligence should be specifiable as a set of mental representations and processes that are identifiable through experimental, mathematical, or computational means.3. Contextual approaches. To qualify as a useful contextual construct, intelligence should be a source of individual differences in accomplishments in "real-world" performances. It is not enough just to account for performance in the laboratory. On [sic] the contextual view, what a person does in the lab may not even remotely resemble what the person would do outside it. Moreover, different cultures may have different conceptions of intelligence, which affect what would count as intelligent in one cultural context versus another.4. Systems approaches. Systems approaches attempt to understand intelligence through the interaction of cognition with context. They attempt to establish a link between the two levels of analysis, and to analyze what forms this link takes. (Sternberg, 1994, pp. 263-264)High but not the highest intelligence, combined with the greatest degrees of persistence, will achieve greater eminence than the highest degree of intelligence with somewhat less persistence. (Cox, 1926, p. 187)There are no definitive criteria of intelligence, just as there are none for chairness; it is a fuzzy-edged concept to which many features are relevant. Two people may both be quite intelligent and yet have very few traits in common-they resemble the prototype along different dimensions.... [Intelligence] is a resemblance between two individuals, one real and the other prototypical. (Neisser, 1979, p. 185)Given the complementary strengths and weaknesses of the differential and information-processing approaches, it should be possible, at least in theory, to synthesise an approach that would capitalise upon the strength of each approach, and thereby share the weakness of neither. 13 Christian Democratic Party
Established originally as the Centro Democático e Social (CDS) in May 1974, following the fall of the Estado Novo, the CDS was supported by conservatives inspired by Christian humanism and Catholic social doctrines. In the first democratic elections after the Revolution of 25 April 1974, which were held on 25 April 1975, the CDS won only a disappointing 7.6 percent of the vote for the Constituent Assembly. In the following general elections for the Assembly of the Republic, in April 1976, however, the party more than doubled its votes to 16 percent and surpassed the number of votes for the Portuguese Communist Party (PCP). In 1979-80, the Christian Democrats joined the Social Democratic Party (PSD) in a coalition called the Aliança Democrática (Democratic Alliance), a grouping that defeated the Socialist Party (PS) in the succeeding elections. The Christian Democrats remained in the background as the principal party rivals for power were the PS and the PSD.In the 1990s, the CDS altered its name to the Partido Popular (PP) and featured new leaders such as party chief Paulo Portas. While the democratic Portuguese system had become virtually a two-party dominant system by the 1980s and 1990s, the PP would have opportunities, depending upon circumstances, to share power in another coalition with one of the two larger, major parties, the PS or PSD. Indeed, parliamentary election results in March 2002 gave the party just such an opportunity, as the PP won 14 percent of the vote, thus surpassing for the first time since the 1975 elections the PCP, which was reduced to 12 percent of the vote. The PP thus gained new influence as the PSD, which won the largest number of seats in this election, was obliged to share governance with the PP in order to have a working majority in the legislature.Various right-wing lobbies and interest groups influenced the PP. In early 2000, the PP proposed a law to the Assembly of the Republic whereby former colonists, now mainly resident in Portugal, who had lost property in Portugal's former colonies of Angola and Mozambique, would be compensated by Portugal for material losses during decolonization. The PP leadership argued that the manner in which the governments after the Revolution of 25 April 1974 administered the disputed, controversial decolonization process in these territories made the government responsible for compensating Portuguese citizens for such losses. The PS-dominated government of then prime minister, Antônio Guterres, argued, however, that independent governments of those former colonies were responsible for any compensation due. Thus, Guterres declined to accept the proposed legislation. This proposal by the PP and others like it followed upon other proposed laws such as Law 20, 19 June 1997, put before the Assembly of the Republic, which was passed under the aegis of the PS. This law pledged to compensate opposition militants (the survivors) who had opposed the Estado Novo and had spent years in exile, as well as in clandestine activities. Such compensations would come in the form of pensions and social security benefits. Given the strength of conservative constituencies and former settlers' lobbies, it is likely that the Christian Democrats will introduce more such proposed laws in future parliamentary sessions.Historical dictionary of Portugal > Christian Democratic Party

17 Paul, Lewis
SUBJECT AREA: Textiles[br]d. April 1759 Brook Green, London, England[br]English inventor of hand carding machines and partner with Wyatt in early spinning machines.[br]Lewis Paul, apparently of French Huguenot extraction, was quite young when his father died. His father was Physician to Lord Shaftsbury, who acted as Lewis Paul's guardian. In 1728 Paul made a runaway match with a widow and apparently came into her property when she died a year later. He must have subsequently remarried. In 1732 he invented a pinking machine for making the edges of shrouds out of which he derived some profit. Why Paul went to Birmingham is unknown, but he helped finance some of Wyatt's earlier inventions. Judging by the later patents taken out by Paul, it is probable that he was the one interested in spinning, turning to Wyatt for help in the construction of his spinning machine because he had no mechanical skills. The two men may have been involved in this as early as 1733, although it is more likely that they began this work in 1735. Wyatt went to London to construct a model and in 1736 helped to apply for a patent, which was granted in 1738 in the name of Paul. The patent shows that Paul and Wyatt had a number of different ways of spinning in mind, but contains no drawings of the machines. In one part there is a description of sets of rollers to draw the cotton out more finely that could have been similar to those later used by Richard Arkwright. However, it would seem that Paul and Wyatt followed the other main method described, which might be called spindle drafting, where the fibres are drawn out between the nip of a pair of rollers and the tip of the spindle; this method is unsatisfactory for continuous spinning and results in an uneven yarn. The spinning venture was supported by Thomas Warren, a well-known Birmingham printer, Edward Cave of Gentleman's Magazine, Dr Robert James of fever-powder celebrity, Mrs Desmoulins, and others. Dr Samuel Johnson also took much interest. In 1741 a mill powered by two asses was equipped at the Upper Priory, Birmingham, with, machinery for spinning cotton being constructed by Wyatt. Licences for using the invention were sold to other people including Edward Cave, who established a mill at Northampton, so the enterprise seemed to have great promise. A spinning machine must be supplied with fibres suitably prepared, so carding machines had to be developed. Work was in hand on one in 1740 and in 1748 Paul took out another patent for two types of carding device, possibly prompted by the patent taken out by Daniel Bourn. Both of Paul's devices were worked by hand and the carded fibres were laid onto a strip of paper. The paper and fibres were then rolled up and placed in the spinning machine. In 1757 John Dyer wrote a poem entitled The Fleece, which describes a circular spinning machine of the type depicted in a patent taken out by Paul in 1758. Drawings in this patent show that this method of spinning was different from Arkwright's. Paul endeavoured to have the machine introduced into the Foundling Hospital, but his death in early 1759 stopped all further development. He was buried at Paddington on 30 April that year.[br]Bibliography1738, British patent no. 562 (spinning machine). 1748, British patent no. 636 (carding machine).1758, British patent no. 724 (circular spinning machine).Further ReadingG.J.French, 1859, The Life and Times of Samuel Crompton, London, App. This should be read in conjunction with R.L.Hills, 1970, Power in the Industrial Revolution, Manchester, which shows that the roller drafting system on Paul's later spinning machine worked on the wrong principles.A.P.Wadsworth and J.de L.Mann, 1931, The Cotton Trade and Industrial Lancashire, 1600–1780, Manchester (provides good coverage of the partnership of Paul and Wyatt and the early mills).E.Baines, 1835, History of the Cotton Manufacture in Great Britain, London (this publication must be mentioned, but is now out of date).A.Seymour-Jones, 1921, "The invention of roller drawing in cotton spinning", Transactions of the Newcomen Society 1 (a more modern account).RLH -
